The Bundesdruckerei is at the forefront of high-security innovation, researching digital identities, artificial intelligence, and quantum technologies. However, fostering a culture of creativity and innovation while maintaining professional project development poses a significant challenge. To address this, we have responded by establishing a novel organizational structure and innovation culture within our innovation department. Our presentation introduces the “Cell Model,” a fluid organizational framework that adapts continuously to the needs of individuals and challenges. Small, cross-functional, autonomous, and interconnected teams (cells) work towards common goals, leveraging decentralization, self-organization, and personal responsibility. This approach has yielded benefits, including empowered employees, shorter decision-making pathways, and enhanced innovation capabilities. Our experience shows that a participatory implementation process and people enablement are crucial to achieving sustainable success. One year after introducing the Cell Model, we’ve found that non-hierarchical organizational forms can effectively respond to new market challenges highly volatile competitive conditions, and evolving employee profiles.
