This presentation highlights Liberia’s transition from fragmented, manual processes to modern Work Permit, Visa on Arrival and Re-entry Permit Cards toward the establishment of a comprehensive centralised National Foreigner Register. Driven by the need to enhance security, transparency, and efficiency in the management of foreign residents, Liberia embarked on a structured modernisation of its identity system. The presentation addresses the challenges encountered during implementation, the key benefits achieved, and shares key lessons learned that may be valuable for other countries seeking to modernise identity systems. The presentation concludes with Liberia’s long-term vision of a secure, transparent, and digitalised identity system for foreigners, aligned with international best practices and supporting broader public-sector digitalisation.
