High Security Printing EMEA in Tallinn, Estonia
Tallinn, Estonia’s capital on the Baltic Sea, is the country’s cultural hub. It retains its walled, cobblestoned Old Town, home to cafes and shops and it’s Gothic Town Hall, built in the 13th century sitting in the main square which made the perfect backdrop for this event. But don’t get the impression that Tallinn lives in the past – its citizens are amongst the most tech-savvy in Europe and it is one of the top-ranking countries in the world on the UN’s E-Government Development Index. The event was host to over 200 delegates from more than108 organisations and 35 countries.
The 2022 High Security Printing Conference in Tallinn was exceptional, maintaining a clear focus on the latest technologies, features, processes and applications for the production and protection of financial and identification documents. And, it provided unparalleled networking opportunities alongside the seminars, the various presentations over the two days and the awards for regional excellence in banknotes and ID documents respectively, not to mention the various social events.

The conference programme was split into two parallel tracks – one focusing on currency and the other on travel and identity documents – allowing attendees to concentrate on the topics and issues that interest them most. A total of 52 presentations was delivered over the two days with six dedicated sessions covering regional developments in currency, passports and national eID, security features, production and print as well as issuance and identity management, authentication, cash management, developments in other secure documents, and technology and innovation.
The ID seminar looked at the increasing requirements for self-service, quick and reliable document authentication remotely and at scale now that fraudsters have access to increasingly excellent technology, leaked data and a vast library of faces from social media.
The currency seminars started with reducing the environmental impact of cash now that sustainability has become a high-profile topic, taking a look at what producers of cash and coins and what cash management stakeholders can do to reduce their environmental impact of their operations and the cash cycle.
The seminar also covered issues faced in developing and sustaining the circular economy, identifying where materials have come from and where goods, after their useful life, are going to.
A second currency seminar – entitled Going Inside Counterfeiting Print Shops – used open source intelligence to demonstrate the equipment and materials used in counterfeiting operations.
The conference itself was formally opened by Mr Raivo Küüt, Undersecretary for Population Facts and Civil Society from the Ministry of the Interior, Estonia. Mr Küüt made himself popular with the audience by saying that ID and other government issued documents were ‘more than just pieces of paper’ and by setting the industry a target to ensure that everyone in the world should have just one verifiable identity.
A specialised exhibition of over 30 companies was held alongside the conference sessions, providing delegates with an opportunity to see the latest industry products and solutions.


There were two other highlights of the event which included the conference dinner at the stunning Tallinn Seaplane Harbour, which offered delegates the chance to network in a more informal setting and experience a taste of the local culture. The dinner also provided the setting for the presentation of the annual Best Banknote and Best ID Document Awards.
Several new notes and a note series were recognised for their outstanding technical advancement and design, and security excellence.
The Best New Banknote Series award went to the Central Bank of Central Bank of Oman for the new notes launched to launched to celebrate the 50th anniversary of the Modern Omani Renaissance. The Reserve Bank of Malawi picked up the award for Best New Banknote for the 5,000 kwacha and the winner of the Best New Commemorative Banknote was Narodowy Bank Polski (National Bank of Poland), for the 20 zloty collectors banknote entitled ‘Is It Worth Being a Pole?’ issued in November 2021 to commemorate Prof Lech Kaczyński, former President of the Republic of Poland.
The ID document awards included four winners and the awards recognised outstanding achievements and technical sophistication of the documents and the best in system infrastructure and implementation of the schemes.
The award for the Best New Passport went to the Zetes-Thales consortium and the Belgian Federal Public Service Foreign Affairs department for the new Belgian ePassport.
There were two winners of the Best New National ID Card award – IDEMIA and the General Directorate of National Security for the new Morocco national eID card, and the Service of Technological Security of State Documents under the Ministry of Finance for the new Lithuanian eID card.
The award for Best New ID or Travel Document – was made to Veridos, USPC and the Ministry of Works and Transport for the new Ugandan driving license.

On the final evening the established HSP football match allowed delegates to play at the prestigious ‘Sportland Arena’, with 22 delegates participating, this was as competitive as ever and with no injuries which is always a relief ! Except Will Stamper should have got a yellow card for a cynical late challenge on Francis (Frankmeister) Tuffy!
The location of our HSP EMEA 2023 event will be held in Abu Dhabi, the capital of the United Arab Emirates, from the 7-9 March 2023. We are also honoured to be able to offer central banks and government issuing authority delegates the opportunity to visit the Oumolat Security Printing Printworks – the new banknote printing company in the United Arab Emirates and is a specialized facility for printing banknotes, equipped with ultra‐modern and fully integrated security and protection systems.

Diffractive optically variable image devices (DOVID) of which holograms are a specific type have been used for the protection of banknotes for over three decades now. They were first introduced as an anti-copying feature and few people in the highly conservative banknote industry thought that their use would ever catch on. The subsequent take-up was slow – due not just to the banknote community’s traditional caution over an unproven technology coupled with the long gestation period for new banknote features, but also the limited availability of suppliers and application equipment, and the expense.
This seminar will cover all aspects including material science, technologies, production, application, history, design and features of diffractive security foils on banknotes. It will present an overview of the technologies, industry and the latest trends and developments driving it. It will also consider the various requirements and challenges this sector is facing, particularly from alternative optically variable products. Not least the seminar will cover counterfeiting – or more precisely, how DOVIDs can prevent it.
The seminar will be delivered on behalf of International Hologram Manufactures Association (IHMA), a non-profit organisation representing around 80 of the world’s leading hologram manufacturers whose mission is to support, set standard and advance holographic technology for authentication of products and documents and other fields of application.

With the digital revolution of the 21st century, millennials, governments, and corporations have increasing requirements for self-service, quick and reliable document authentication remotely and at scale. The revolution is upon us and fraudsters have access to better technology, leaked data and a vast library of faces from social media.
This workshop will focus on the challenges global organisations deal with when trying to stop targeted attacks in a document-not-present environment.
During this interactive workshop we will share some of the latest fraud rings we have detected and the results of our research that can help you make better informed decisions regarding document authenticity in an online environment.
Afternoon Tour – Sheikh Zayed Grand Mosque in Abu Dhabi
On the afternoon of Tuesday 7th March delegates will be offered the opportunity to attend a tour to the Sheikh Zayed Grand Mosque in Abu Dhabi.
This is the largest mosque in the UAE and can hold up to 40,000 worshippers and 15,000 visitors. The mosque was commissioned by, and named after, the first president of the United Arab Emirates, Sheikh Zayed bin Sultan Al Nahyan. Respectful clothing is a requirement for visitors to enter Sheikh Zayed Grand Mosque.
